The Registrar of Newspaper for India or simply RNI is the ultimate regulatory body for the newspapers in India. The importance of RNI can be gauged from the fact that anybody in our country venturing out to start a Newspaper Registration or Magazine Registration or Journals must obtain prior approval from it to validate their identity. The RNI is headquartered in New Delhi, directly controlled by the Ministry of Information and Broadcasting.

How to Apply for RNI Registration Certification

The coming of the Press and Books Registration Act, 1867 is a significant development in the history of India that offers regulatory measures regarding Publication of Books, Newspapers and Magazines till date. After a recommendation of the First Press Commission, the act of 1867 was amended and thus the official inception of RNI took place on 1 July 1956. Newspaper Registration | Magazine Registration in India

An elaborate process involves in the registration of a newspaper. When you are going to start an independent newspaper, its title must be verified from Registrar of Newspaper for India. For this to happen, your publisher should write directly to the District Magistrate for verifying of the title, language, periodicity, owner name and the supposed place of publication of the newspaper. Nowadays, you can apply online for verification of your newspaper, which makes the whole process hassle-free.

After analysing the authenticity of the applicant, the concerned District Magistrate will forward the application to the RNI, to be further reviewed all the credentials or related documents or all aspects. If everything goes well, the RNI will confirm the DM and publisher for the issuing of the title of the newspaper through a formal letter.

Following this, the publisher will file a copy of declaration with the District Magistrate in a prescribed format and the publishing of the newspaper will get a head start.

As per rule, the first issue of the newspaper should be out within 45 days from the date of authentication of the declaration if it is a daily or weekly. However, in the case of other periodicals, it can be extended for up to 90 days.

While submitting the application to the RNI, you will require producing an attested copy of the declaration copy of title verification, the first issue of the newspaper and a ‘No Foreign Tie up’ affidavit duly attested by a Notary. However, if the printer and publisher are different persons, separate declarations are required.

The freshly published newspaper should contain details given below-

  1. Volume number
  2. Issue number
  3. Title distinctly displayed on the cover page and all pages
  4. Date line and page number on all pages
  5. An imprint line bearing the name of the printer, publisher, owner and editor, the address of the place of publication, printing press and the name

List of formalities to be done during RNI registration

  1. Immediately after printing, a copy of the newspaper should be delivered to the RNI
  2. The first issue of the last day of February should contain Statement related to ownership and other details of the newspaper. In the same manner, an annual statement on or before the last day of May every year should also be duly filled in. In case of daily newspapers, an additional form AR-R may also be submitted
  3. Copy of the Title Verification Letter
  4. Attested copy of the Declaration duly authenticated by the District Magistrate/Additional District Magistrate
  5. Affidavit for No Foreign Tie-up duly notarized

Any change in the name of the publisher, printer, owners, periodicity and printing press will need a fresh declaration to be made in this regard.
In case, the registration has not been done within 2 years of its inception, the title of the newspaper will be blocked and might be issued to any other applicant.
A few KYC documents you should also keep handily for your RNI registration

  • Certificate of Incorporation, Memorandum/Articles of the Company and in the case of Proprietorship, the registration certificate issued under Shops and Establishment Act and in the case of Partnership, Partnership Deed.

Steps to obtain NewsPaper / Magazine License.

While applying for a verification of the identity of magazine title, the same process followed, with a little variation. Here are the steps

  1. Complete the application form for title verification and produce it to the Regional Magistrate Court
  2. Get a Diary Number issued by the Magistrate Court and apply to the RNI Delhi office for the availability of name through the magistrate court. You must wait for at least 3 months’ time before you get the approval on the same.
  3. Once it is finished, contact the magistrate court to get a date allotted for hearing. It will take from one to four months
  4. The Printer, Publisher & Editor must take an oath before the magistrate with the following documents-
    • Declaration copy duly filled by them
    • Address & ID Proof of them
    • Printing Press License copy of the Printer
  5. After this, get a final approval from the Magistrate Court and then you can publish your magazine. The copies of the magazines should be submitted to the RNI to let them evaluate whether the magazine qualifies all the terms and conditions specified in the declaration
  6. If everything goes smoothly, the RNI office will issue a certificate. Each copy of the magazine should contain this certificate, together with the Diary Number issued by the Magistrate Court and the RNI Number.
